A change order for $213,816.26 to remove and replace the bottom layer of rigid insulation on the Washington and Jefferson roof was approved by the Altoona Area School Board this week.

Funding for this project and the associated change order is from the capital reserve fund.

The original cost of the project was $513,875, and with the additional $213,816.29 the total cost will be $727,691.

Superintendent Charles Prijatelj said when the companies first put in the bids for the roof, the goal was to do it the most cost effective way possible.

Prior to putting the new roof, a pull test was conducted on the existing roof to see how it was adhering to the insulation and the decking.

"The problem is, when they tried to sink the anchors into the deck, it would pull apart," he said.

Because of that issue, the roof could not be installed as intended.

Instead, new insulation on the roof was installed and glued in a specific way to ensure it was going to adhere, Prijatelj said.

The change ensures the district has a warranty on the roof as well, he said.

During the committee of the whole meeting that followed, Camilla Houy and Susan Franks went over the proposed budget for the 2023-24 school year. The board will vote on the final version during its regular meeting June 19.

The budget remains at $126,757,033, based on the district raising property taxes to the 5.9% limit under Act 1. That increase will raise the average property tax bill by $40.41, if enacted, board members said.

The current tax rate would go from 6.4349 to 6.8145 mills, and the projected increased revenue would be $1,163,050.

The proposed budget is currently on display for the public to view in the school district's business office for 30 days.

Board members broke away for two executive sessions during the meeting, with one being for personnel issues, board President Frank Meloy said. The other executive session was for a discussion on real estate matters and included Mayor Matt Pacifico, city council members Dave Butterbaugh and Ron Beatty, Tom Finn and other community members.
